Authorizes Florida district school boards to adopt resolutions allowing prayers of invocation or benediction at secondary school commencement exercises and other noncompulsory student assemblies.

Requires that use of prayers be at the discretion of student government and be delivered only by student volunteers.

Mandates that any prayers of invocation or benediction be nonsectarian and nonproselytizing in nature.

Prohibits school personnel from participating in or influencing student decisions regarding whether to use prayers at school events.

Effective July 1, 2011, with a severability clause and legislative intent stating the act is not intended to advance or endorse any religion.
