Creates section 288.082 authorizing the Office of Tourism, Trade, and Economic Development to sell naming rights and lease advertising space on state transportation facilities including highways, toll facilities, rest areas, and railways.

Establishes that naming rights are for public relations or advertising purposes only and do not require changes to street signs, mailing addresses, or 911 emergency telephone listings.

Requires all advertising displays to be approved by the Florida Turnpike Enterprise or Department of Transportation, with all development, construction, installation, operation, maintenance, and removal costs paid by the buyer.

Distributes revenue from advertising contracts as: 80 percent to the State Transportation Trust Fund, 10 percent retained by the Office of Tourism, Trade, and Economic Development, and 10 percent prorated to district school boards for driver education programs.

Takes effect July 1, 2011.
