Requires individuals to be "actively and earnestly seeking work" to be deemed available for unemployment benefits, with the Agency for Workforce Innovation notifying claimants of required work-search contacts upon filing initial or renewed claims.

Mandates claimants report in person to a division office at least once every 4 weeks, or face ineligibility determination for not actively seeking work.

Exempts claimants from in-person reporting requirements if they are claiming partial/temporary unemployment, have a definite recall date within 8 weeks, reside in high-unemployment counties more than 40 miles from an office, belong to worker groups unlikely to benefit from in-person reporting, or cannot report due to emergency conditions.

Maintains existing protections allowing individuals approved for training, Trade Act of 1974 training, or jury duty to receive benefits without denial for those reasons.

Effective date: July 1, 2011.
