Defines "appropriate law enforcement official" as the sheriff of the county where a secondhand dealer, secondary metals recycler, or pawnshop is located, or both the police chief and sheriff if located within a municipality; allows designation of other law enforcement officers to fulfill this role.

Requires secondhand dealers to complete transaction forms at time of sale and deliver them to appropriate law enforcement officials within 24 hours; allows electronic transmission if software and computer capability are provided by law enforcement.

Requires secondary metals recyclers to complete regulated metals transaction forms within 24 hours of purchase and deliver to appropriate law enforcement officials; permits use of electronic databases and electronic transmission of forms with law enforcement approval.

Allows law enforcement officials to provide computer equipment and software to secondhand dealers, secondary metals recyclers, and pawnbrokers for electronic transmission of transaction forms; officials retain ownership unless otherwise agreed.
