Defines "admissions staff" as employees of independent postsecondary institutions who provide information to prospective students, advise applicants, or accept fees.

Requires the Commission for Independent Education to investigate criminal justice information for admissions staff during initial licensure and licensure renewal.

Establishes minimum standards for admissions staff and prohibits them from soliciting prospective students for enrollment unless the institution is licensed by the commission.

Mandates the commission refuse to grant, renew, or revoke institutional licenses if any applicant, owner, director, administrator, admissions staff, or agent has been convicted of or found liable in civil action for crimes involving fraud or unfair consumer practices under chapter 817 or section 1005.04.

Applies disqualifying criminal or civil history retroactively and prospectively, while allowing the commission to grant or renew licenses if good cause is shown.
