Changes county and municipality animal control or cruelty ordinance surcharges from discretionary ("may") to mandatory ("shall") on civil penalties for violations.

Increases surcharge amount from up to $5 to a fixed $15 per civil penalty per violation.

Allocates surcharge proceeds as follows: $1 retained by clerk of court, $5 used for animal control officer training costs, and remaining $9 used to subsidize spaying or neutering services for dogs and cats.

Limits charges to animal owners participating in voluntary sterilization programs to the actual cost of the procedure minus the surcharge subsidy.

Clarifies that this requirement does not mandate counties or municipalities to enact such ordinances; it only applies if they choose to do so.
