Expands faith- and character-based programs in correctional institutions to include both faith-based and secular character-building components, replacing previous "faith-based only" language.

Removes mandatory funding requirements for chaplains and support staff, deleting provisions requiring annual appropriations and inmate welfare trust fund allocations for these positions.

Eliminates requirement that 80 percent of program participants must be within 36 months of release and removes priority enrollment for inmates with substance abuse indicators.

Allows peer-to-peer programming such as Alcoholics Anonymous and literacy instruction within faith- and character-based institutions when appropriate.

Maintains that participation is voluntary, faith orientation cannot determine admission, programs cannot convert inmates to particular faiths, and state funds must support secular rehabilitation and reintegration goals rather than religious indoctrination.
