Requires owners, operators, or administrators of places of public assembly and state agencies to notify local emergency medical services medical directors of automated external defibrillator locations, with medical directors maintaining registries of these devices.

Directs the State Surgeon General, with assistance from the Department of Management Services, to adopt rules establishing guidelines for appropriate placement and deployment of automated external defibrillators in state buildings and places of public assembly (defined as facilities with seating capacity of at least 1,000 people, excluding churches, synagogues, and public libraries).

Requires each public school in Florida to have an operational automated external defibrillator on school grounds and ensures all employees and volunteers reasonably expected to use it receive training in cardiopulmonary resuscitation and proficiency with the device.

Mandates registration of school automated external defibrillators with local emergency medical services medical directors.

Clarifies that state guidelines do not mandate defibrillator placement in places of public assembly, establish legal standards of care, or prohibit local governments from enacting stricter requirements; effective July 1, 2011.
