Extends the carryforward period for unspent Biomedical Research Trust Fund appropriations from 3 years to 5 years after the original appropriation date.

Increases Biomedical Research Advisory Council membership from 11 to 12 members and implements staggered 4-year terms for appointed members, with specific initial appointments limited to 2 years.

Authorizes both the James and Esther King Biomedical Research Program and the Bankhead-Coley Cancer Research Program to recommend up to one-third of annual allocations for researcher recruitment, operational start-up grants, and equipment expenditures, with alternative grant application review mechanisms.

Creates the Florida Comprehensive Cancer Control Act, establishing the Florida Cancer Control and Resource Advisory Council with 33+ designated member organizations and the Cancer Control Collaborative Program within the Department of Health to coordinate regional cancer control initiatives.

Requires the Cancer Control and Resource Advisory Council to develop standardized written summaries of breast cancer and prostate cancer treatment alternatives for distribution to physicians and implement educational programs on cancer detection and treatment, and repeals the prior cancer control statute (s. 1004.435).
