Expands permit fee reduction or waiver eligibility to include entities created by special act, local ordinance, or interlocal agreement of qualifying counties or municipalities, provided the project serves a public purpose.

Requires the Department of Environmental Protection to initiate rulemaking by July 1, 2011 to adopt a statewide general permit for stormwater management systems serving airside activities at airports, administered by water management districts or delegated local governments.

Creates new section 373.4131 authorizing municipalities and counties with community redevelopment or urban infill areas to adopt stormwater adaptive management plans and obtain 20-year conceptual permits allowing stormwater discharge rates up to historical levels.

Establishes that urban redevelopment projects meeting conceptual permit criteria qualify for a noticed general permit authorizing construction and operation without additional permitting requirements.

Changes permit processing fee cap from a mandatory $100 maximum to a discretionary amount not exceeding $100 for reduced fees.
