Corrects the name of one health center college to "College of Public Health and Health Professions"

Authorizes University of Florida Board of Trustees to lease Shands Teaching Hospital and Clinics on the Gainesville campus to Shands Teaching Hospital and Clinics, Inc., a private not-for-profit corporation with primary purpose of supporting the university's health affairs mission

Specifies lease and contract requirements including board governance chaired by the university president, approval of articles of incorporation, use of facilities for teaching and research, and reimbursement for indigent patients and state-mandated programs

Establishes that Shands Teaching Hospital and Clinics, Inc., and Shands Jacksonville Medical Center, Inc. with their parent Shands Jacksonville HealthCare, Inc., are private not-for-profit corporations supporting the university's health affairs mission and may create for-profit or not-for-profit subsidiaries

Deems qualifying Shands corporations conclusively as state instrumentalities for sovereign immunity purposes under Florida law when meeting governance control and primary purpose standards

Requires financial audits of Shands entities according to governmental accounting standards with statements provided to the university board and Auditor General

Effective July 1, 2011, for causes of action accruing on or after that date
