Prohibits local enforcing agencies and building code officials from requiring inspections of building portions not directly impacted by the permitted construction, alteration, repair, or demolition as a condition of issuing one- or two-family residential building permits.

Exempts permits for substantial improvements, changes of occupancy, conversions from residential to nonresidential or mixed use, and historic buildings from this prohibition.

Allows officials to cite violations observed in plain view during inspections, inspect physically nonadjacent portions directly impacted by the work, inspect with owner consent, or inspect pursuant to an inspection warrant.

Automatically repeals this subsection when the Florida Building Commission certifies that it has adopted an amendment to the Florida Building Code substantially incorporating this prohibition.

Takes effect July 1, 2012.
