• Establishes criminal penalties including first-degree felonies for inducing, performing, or assisting in abortions; operating abortion facilities; or misrepresenting fetal viability, with enhanced penalties if serious bodily injury or death results.

• Requires all pregnancy terminations to be performed only by licensed physicians with voluntary informed consent from the patient (or parents/guardians for minors), with specific disclosure requirements about procedure risks and alternatives.

• Prohibits fetal experimentation except to protect the fetus's life and requires sanitary disposal of fetal remains; creates civil liability for violations with damages including treble the cost of the abortion.

• Establishes fallback provisions for judicial bypass of parental notice requirements for minors, with strict timelines and standards including a presumption that parental involvement is in the minor's best interest, effective only if the primary abortion ban is ruled unconstitutional.
