Creates section 723.024 requiring local government to cite the responsible party for code violations and prohibiting liens, fines, or proceedings against one party for the other party's duties or responsibilities.

Amends eviction grounds in section 723.061 to include a change in use of mobile home park land, with requirements that park owners notify homeowners' associations of their right to purchase the park within 45 days at specified price and terms.

Requires park owners to provide affected mobile home owners and tenants at least 6 months' notice of eviction due to change in use and prohibits lot rental increases within 90 days before giving such notice.

Mandates that change-in-use eviction notices include information about potential compensation from the Florida Mobile Home Relocation Trust Fund in no smaller font than the body of the notice.

Requires mobile home owners to object to change-in-use evictions through administrative or judicial remedies within 90 days of notice or forfeit the right to contest the change in use.
