Expands Florida's business preference in state contract awards to include construction services in addition to personal property purchases.

Allows state agencies, counties, municipalities, school districts, and political subdivisions to grant preference to Florida businesses equal to the preference granted by other states to their own vendors.

Preempts local ordinances and regulations that grant vendor preference based on location of business, local hiring of employees or subcontractors, or prior payment of local taxes when state-appropriated funds are used for payment.

Requires counties, municipalities, school districts, and political subdivisions to disclose in solicitation documents whether payment will come from state-appropriated funds and the amount or percentage of such funds if known.

Takes effect July 1, 2011.
