Prohibits state agencies and local governmental entities from contracting with companies on the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List for goods or services valued at $1 million or more

Requires all contracts of $1 million or more entered into or renewed on or after July 1, 2011 to include a termination provision allowing the awarding body to cancel if the company is placed on either scrutinized companies list or submits a false certification

Allows case-by-case exemptions if scrutinized business operations occurred before July 1, 2011 and have not been expanded since, the entity determines contracting is in the best interest, and the company has adopted a formal plan to cease operations

Requires companies bidding on contracts of $1 million or more to certify they are not on either scrutinized companies list; false certifications result in civil penalties of $2 million or twice the contract amount, plus attorneys' fees and a 3-year bidding ban

Limits civil actions to only the contracting agency or local governmental entity and prohibits private right of action; statute of repose is 3 years from date of false certification
