Updates reference to the Model Ordinance for Florida-Friendly Fertilizer Use on Urban Landscapes from 2008 to 2010 version in legislative findings.

Requires county and municipal governments in impaired water body watersheds to adopt and enforce the most recent version of the state's Model Ordinance for Florida-Friendly Fertilizer Use on Urban Landscapes.

Allows counties and municipalities to adopt more stringent fertilizer standards than the model ordinance if they document scientific justification, consider relevant expert input, and report adoption to the Department of Environmental Protection.

Exempts fertilizer ordinances adopted before July 1, 2011 from state preemption, allowing local governments to continue enforcing such ordinances.

Grants the Department of Agriculture and Consumer Services exclusive state authority to regulate fertilizer sale, composition, packaging, labeling, distribution, and formulation, while preserving local enforcement rights for pre-2011 ordinances.
