Revises the definition of "last known address" to include street addresses or post office boxes provided by tenants in rental agreements or subsequent written change-of-address notices delivered by hand, first-class mail, or electronic mail.

Changes notice requirements for enforcing an owner's lien from certified mail to first-class mail with a certificate of mailing, and modifies the presumption of delivery to occur when notice is deposited with the U.S. Postal Service with proper addressing and postage.

Requires rental agreements and applications to include a provision disclosing whether the applicant is a member of the uniformed services as defined in 10 U.S.C. section 101(a)(5).

Mandates that any rental agreement provision limiting the value of stored property must be conspicuously placed in the agreement.

Takes effect July 1, 2011.
