Creates section 381.06016, Florida Statutes, requiring the Department of Health to post resources and website links from the Parent's Guide to Cord Blood Foundation on its website regarding umbilical cord blood banking.

Department of Health must provide information on the potential uses of cord blood, differences between public and private banking, available options for stem cell storage or donation, collection processes, and costs.

Department of Health shall encourage health care providers to make umbilical cord blood banking information available to pregnant patients before the third trimester or at the first prenatal visit.

Health care providers and facilities are protected from civil liability, criminal prosecution, and disciplinary action by regulatory boards when acting in good faith to comply with the law's requirements.

Effective date: July 1, 2011.
