Authorizes the Department of Highway Safety and Motor Vehicles to create a Corporate License Plate Program allowing agreements with business entities to display corporate logos on Florida license plates.

Requires corporate license plates to display "Florida" at the top and be approved by the department; personalized plates require approval from both the corporate sponsor and department.

Vehicle owners may apply for corporate plates on vehicles weighing 7,999 pounds or less registered as private-use vehicles; application fee is 50 percent less than the current registration fee.

Corporate sponsors must pay a minimum $75 fee per approved vehicle owner application and submit an initial application fee of at least $5,000; sponsors must demonstrate ability to pay $75 for a minimum of 5,000 vehicle owners to be eligible.

Registration is valid for one registration period not exceeding 15 months; excess revenues after distribution of required fees are deposited into the Highway Safety Operating Trust Fund for department operations.
