Requires massage service providers to possess and display a valid massage therapy license card plus one form of government-issued identification (state driver's license, U.S. passport, I-551 permanent resident card, or employment authorization document) while providing services.

Mandates massage establishment operators maintain valid work authorization documents on premises for all non-U.S. citizen employees and present these documents upon law enforcement request.

Prohibits using a massage establishment license for lewdness, assignation, or prostitution.

Establishes criminal penalties: second-degree misdemeanor for first violation, first-degree misdemeanor for second violation, and third-degree felony for third or subsequent violations.

Adds section 480.0535(5)(c) violations to the Criminal Punishment Code severity ranking chart as third-degree felonies.
