Redirects annual Choose Life license plate use fees to Choose Life, Inc., rather than distributing them to individual counties.

Requires Choose Life, Inc., to distribute funds to nongovernmental, not-for-profit agencies within each Florida county that assist pregnant women making adoption plans.

Prohibits funds from going to agencies involved in abortion activities, including counseling, referrals, or provision of abortion procedures, and bars agencies that charge women for services.

Authorizes Choose Life, Inc., to use up to 15 percent of total annual funds for administration and promotion of the license plate program.

Establishes that by October 1, 2011, all existing Choose Life license plate funds held by counties shall be transferred to Choose Life, Inc.; effective July 1, 2011.
