Expands the definition of "missing endangered person" to include missing adults who meet the criteria for activation of the Silver Alert Plan.

Provides civil liability immunity for law enforcement agencies, media representatives, communications service dealers, and other entities that disseminate Silver Alert information in good faith.

Establishes that only the law enforcement agency having jurisdiction over a case may request activation of a state Silver Alert from the clearinghouse.

Clarifies that good faith presumptions apply to Silver Alert information dissemination, even if technical errors occur or information is incomplete due to law enforcement agency error.
