Establishes the "Mature Drivers Act" by raising the minimum age for full driver's licenses from 16 to 17 years old, with learner's licenses available at age 16 instead of 15.

Requires applicants aged 17-17 to hold a valid learner's license for at least 12 months with no moving traffic convictions, or attend traffic school if they have one conviction, before obtaining a full license.

Requires applicants aged 17-17 to have at least 50 hours of supervised driving experience (including 10 hours at night) certified by a parent, guardian, or responsible adult aged 21 or older.

Updates disability reporting requirements to apply to drivers and applicants age 16 or older (previously age 15 or older).

Restricts driving privileges of Class E licensees under 18 years old who accumulate six or more points within 12 months to business purposes only for at least one year, with automatic removal at the licensee's 18th birthday if no other restrictions apply.
