Allows persons with valid concealed carry licenses to openly carry handguns in addition to carrying concealed weapons, notwithstanding existing prohibitions in s. 790.053.

Authorizes the Division of Licensing of the Department of Agriculture and Consumer Services to take fingerprints from concealed carry license applicants, in addition to law enforcement agencies.

Prohibits open or concealed carry of weapons and firearms in specified locations including courthouses, polling places, school facilities, airports, and federal prohibited areas, with limited exceptions for judges and college personnel.

Permits licensed concealed carry holders to carry or store firearms in vehicles for lawful purposes and clarifies that license restrictions do not modify vehicle firearm exceptions under s. 790.251(7).

Repeals s. 790.28 regarding purchase of rifles and shotguns in contiguous states and exempts resident firearm purchases from out-of-state dealers from background check requirements.
