HB 519 Summary

• Requires prekindergarten instructors in school-year programs (both private providers and public schools) to hold bachelor's degrees or higher in early childhood education, prekindergarten, or related fields beginning July 1, 2014

• Establishes tiered credentialing requirements based on class size: classes with fewer than 11 students need one instructor with a bachelor's degree; classes with 11 or more students need one bachelor's-degreed instructor plus one instructor holding a child development associate credential with emergent literacy training

• Deletes provisions allowing prekindergarten instructors to meet requirements through alternate educational credentials such as associate degrees or certificates with work experience

• Repeals section 1002.65 relating to aspirational goals for prekindergarten instructor credentials

• Updates cross-references in sections 1002.61 and 1007.23 to conform to the new credentialing requirements
