Renames the Gasparilla Island Bridge Authority to the Gasparilla Island Bridge Agency and designates it as an independent special district serving Lee and Charlotte Counties.

Changes voting requirements for board supervisor elections from majority to plurality vote and revises the fiscal year to commence October 1 and conclude September 30 (changed from July 1 to June 30).

Authorizes the district to set toll rates up to $5 per round trip for automobiles for 10 years, assess ad valorem taxes up to 2 mills with voter approval, and issue revenue bonds for bridge and causeway maintenance and improvements.

Establishes a nine-member Board of Supervisors with five voting members (elected by electors) and four ex officio nonvoting members, with voting members limited to two consecutive 4-year terms except the chair, who may serve three terms.

Grants the district powers including eminent domain, traffic regulation, contract authority with sealed bid requirements for projects exceeding $20,000, and compliance with Florida special district statutes regarding meetings, records, and financial reporting.
