Authorizes payment of $2,800,000 to Eric Brody and his legal guardians as compensation for injuries sustained from a March 3, 1998 vehicle collision caused by negligent operation of a Broward County Sheriff's Office cruiser driven by Deputy Christopher Thieman.

Payment funded by remaining liability insurance coverage from Ranger Insurance Company on the Broward County Sheriff's Office policy, with $200,000 already paid under statutory limits.

Establishes the $2,800,000 award as sole compensation for all claims against the Broward County Sheriff's Office, its employees, and Ranger Insurance Company, with acceptance of payment requiring Eric Brody to provide a complete release and satisfaction of judgment.

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the total $2,800,000 award, to be paid only to the claimant's attorneys and lobbyists.

Takes effect upon becoming law.
