Creates s. 104.2715 to establish that candidates who falsely represent military service (active duty, reserve, or National Guard) in a primary or other election violate the Florida Election Code

Allows any person to file a complaint with the Florida Elections Commission regarding false military service claims by candidates

Requires the Florida Elections Commission to adopt rules for expedited hearings on complaints; requires the Division of Administrative Hearings director to assign an administrative law judge for expedited hearings when cases are referred

Authorizes the commission or administrative law judge to assess civil penalties of up to $5,000 against candidates found in violation, with penalties deposited into the General Revenue Fund

Takes effect July 1, 2011
