Urges Congress to propose a constitutional amendment establishing parental liberty to direct the upbringing and education of children as a fundamental right.

Amendment Section 1 declares parental rights to direct child upbringing and education as fundamental; Section 2 requires government to demonstrate "highest order" interest to infringe on these rights.

Amendment Section 3 prohibits treaties or international law from superseding, modifying, interpreting, or applying to the parental rights guaranteed by the amendment.

Directs the Florida Legislature to send copies of this memorial to the President, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation.
