Exempts all records relating to regional autism center clients and their families from public records requirements under Florida Statutes section 119.07(1) and the Florida Constitution.

Allows clients (or their parents/guardians if incompetent) to request copies of their individual records from the center.

Permits centers to release confidential records to physicians, attorneys, governmental entities, and the State Board of Education with client authorization, or in response to subpoenas and court orders.

Allows de-identified information to be released for bona fide research (with confidentiality agreements) and for statistical and research purposes by center directors.

Exempts personal identifying information of donors or prospective donors to regional autism centers who wish to remain anonymous from public records requirements, effective July 1, 2011.
