Expands the definition of "food service establishment" to include child care facilities, placing them under Department of Health jurisdiction for sanitation regulation.

Requires the Department of Health to consult with the Agency for Health Care Administration, Department of Business and Professional Regulation, Department of Agriculture and Consumer Services, and Department of Children and Family Services to avoid duplicating inspection areas.

Mandates the Department of Health adopt rules establishing minimum sanitation standards and manager certification requirements for food service establishments, addressing construction, equipment, employee health, food preparation, and waste disposal.

Requires the Department of Health to conduct inspections as often as necessary to ensure compliance and provide inspected establishments with food recovery brochures.

Takes effect July 1, 2011.
