Authorizes Palm Beach County School Board to appropriate $944,034.30 to Altavious Carter as compensation for injuries sustained in a December 15, 2005 school bus accident.

Compensates Carter for a cervical spine injury (C6-7 fracture with spinal cord flattening) requiring discectomy/fusion surgery after being struck by a school bus driven by an employee traveling at 48.5 mph while stopped at a red light.

Combined with the mandatory $100,000 payment under Florida Statute 768.28, the total compensation to Carter equals $1,044,034.30, matching a February 25, 2010 jury verdict of $1,094,034.30.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total amount awarded under the act.

Establishes the authorized payment as sole compensation for all present and future claims arising from the accident.
