Amends section 489.537, Florida Statutes, to clarify that municipalities and counties retain authority to regulate electrical contracting work through permits, fees, and inspections.

Requires one electrical journeyman possessing a certificate of competency issued by the municipality or county to be present on industrial or commercial construction sites of 5,000 gross square feet or more when electrical work exceeding 98 volts is being performed.

Removes previous requirements that the journeyman be a graduate of the Institute of Applied Technology in Construction Excellence or licensed under section 489.5335.

Allows municipalities and counties to collect business tax receipts and inspection fees, require plan approvals, set bonding requirements up to $5,000, and impose permit conditions on contractors with disciplinary histories.

Takes effect July 1, 2011.
