Postpones the deadline for domestic wastewater facilities to meet advanced treatment requirements from December 31, 2018, to December 31, 2023.

Requires utilities with ocean outfalls to install a functioning reuse system providing at least 60 percent of baseline wastewater flow by December 31, 2025, or enter into binding agreements to share this responsibility with other utilities.

Prohibits new ocean outfalls and expansions of existing outfalls, with ocean outfall discharge prohibited after December 31, 2025, except as backup discharge during reduced demand periods or peak flows.

Extends plan submission deadline from July 1, 2013, to October 1, 2014, and requires detailed plans identifying technical, environmental, and economic feasibility of reuse options, necessary facilities, costs, and financing mechanisms.

Allows peak flow backup discharges from wastewater management systems to not exceed 5 percent of a facility's baseline flow measured as a 5-year rolling average and requires the Department of Environmental Protection to submit recommendations to the Legislature by February 15, 2015.
