Designates emergency health care providers acting pursuant to sections 395.1041 or 401.45 as agents of the state for purposes of sovereign immunity protection.

Requires emergency health care providers to indemnify the state for judgments, settlement costs, and other liabilities up to limits specified in section 768.28(5).

Imposes penalties including emergency license suspension for licensed providers who fail to indemnify the state within 30 days of written demand, and allows withholding of state funds to facilities licensed under chapter 395.

Defines "emergency health care providers" and "emergency medical services" to include all screenings, examinations, evaluations, and treatments provided to relieve emergency medical conditions.

Takes effect upon becoming law and applies to causes of action accruing on or after the effective date.
