Authorizes the Jacksonville Transportation Authority to pay $1.05 million to the Estate of Cesar Solomon as compensation for his death caused by a bus driver's negligence on March 25, 2008.

Payment shall be distributed in three annual installments of $350,000 each over 3 years.

This payment, combined with the $200,000 already paid under Florida's tort claims cap (s. 768.28), fulfills a $1.25 million stipulated judgment agreed to by the Jacksonville Transportation Authority.

Limits attorney's fees, lobbying fees, costs, and related expenses to a maximum of 25 percent of the $1.05 million award.

Declares the preamble facts to be true, including that the bus driver was solely responsible for the accident and the employee was not comparatively negligent.
