Requires majority of charter school governing body members to reside in the school district where the charter school is located.

Prohibits charter schools from transferring enrolled students to another charter school with a separate Master School Identification Number without written parental approval.

Makes charter schools ineligible for state implementation grant funds if they share facilities with another charter school serving overlapping grades or share administrative, instructional, or support staff with another charter school in the same facility.

Requires charter schools that received state implementation grant funds but become ineligible to return the prorated amount of funds for the period of ineligibility.

Limits combined student enrollment of multiple charter schools sharing an educational facility to not exceed the capacity approved by building officials.
