Amends section 336.025, Florida Statutes to revise the definition of "transportation expenditures" for counties and municipalities using local option fuel tax funds.

Expands eligible uses of local option fuel tax revenue to include installation, operation, maintenance, and repair of roadway drainage, street lighting, and traffic control systems.

Allows local option fuel tax funds to be used for operation and maintenance of enumerated transportation programs to provide financial stability in county and municipal budget planning.

Effective date is July 1, 2011, with severability clause included.
