Changes illegal operation of soundmaking devices in vehicles from a nonmoving violation to a moving violation, which includes assessment of points against the driver's license.

Second violation of the soundmaking device statute (s. 316.3045) within 12 months results in a $120 penalty.

Third or subsequent violation of the soundmaking device statute within 12 months results in a $180 penalty.

Maintains existing exemptions for law enforcement vehicles, emergency vehicles, and vehicles used for business or political purposes.

Takes effect July 1, 2011.
