Clarifies that volunteers for nonprofit organizations must receive no compensation from the nonprofit organization itself to qualify for legal protections under the Florida Volunteer Protection Act, even if they receive compensation from another source.

Extends civil liability protection to both the volunteer and the source of any outside compensation (if that source is not acting as an agent of the nonprofit).

Defines "nonprofit organization" as any organization exempt from federal taxation under 26 U.S.C. Section 501, or any federal, state, or local governmental entity.

Creates an exception allowing stipends under the Domestic Service Volunteer Act of 1973 and other financial assistance valued at less than two-thirds of the federal hourly minimum wage for volunteers who would otherwise be unable to provide the service.

Takes effect July 1, 2011, and applies to causes of action accruing on or after that date.
