Removes provisions establishing the Manasota Basin and Manasota Basin Board of the Southwest Florida Water Management District.

Exempts cooperative funding programs from chapter 120 rulemaking requirements, though portions affecting substantial party interests remain subject to administrative procedure rules.

Authorizes local governments to adopt ordinances implementing landscape irrigation restrictions consistent with water management district rules and allows Suwannee River Water Management District to use Water Protection and Sustainability Program funds for regional water supply planning and water resource projects.
