Removes the guest room limitations (previously 50-99 rooms) for hotels, motels, and motor courts seeking special alcoholic beverage licenses in Martin County, Florida, outside the City of Stuart.

Establishes reduced requirements for restaurants in community redevelopment areas (CRAs): 150 or more patrons and 2,500+ square feet of floor space, down from the standard 200 patrons and 4,000+ square feet.

Maintains standard requirements for restaurants outside CRAs: full-service meal operations with seating for 200+ patrons and occupying more than 4,000 square feet of floor space.

Prohibits special licensees from selling packaged alcoholic beverages for off-premises consumption and from operating as package stores; beverages cannot be sold after food service hours cease.

Requires Board of County Commissioners approval and Division of Alcoholic Beverages and Tobacco compliance before license issuance; licenses are non-transferable and valid only on the licensed premises.
