Expands public records exemption to include investigative reports prepared by an inspector general of a local government, in addition to existing audit report exemptions.

Inspector general investigative records, including workpapers, notes, and related information, remain confidential and exempt from public disclosure until the investigation is complete and no longer active.

Defines an active investigation as one continuing with reasonable good faith anticipation of resolution and reasonable dispatch.

Makes the inspector general exemption subject to the Open Government Sunset Review Act with a repeal date of October 2, 2016, unless reauthorized by the legislature.

Provides that the exemption is necessary to prevent defamatory harm to individuals or entities under investigation and to avoid impairing administrative or criminal investigations.
