Creates section 290.00726 of Florida Statutes to authorize the City of Palm Bay to apply for one enterprise zone designation in the northeast portion of the city, encompassing up to 5 square miles.

Requires the application to be submitted to the Office of Tourism, Trade, and Economic Development by December 31, 2011, and to comply with requirements under section 290.0055.

Exempts this designation from limitations in section 290.0065 that restrict the total number of enterprise zones and the number of zones within each population category.

Directs the Office of Tourism, Trade, and Economic Development to establish the initial effective date of the designated enterprise zone.

Takes effect July 1, 2011.
