Shortens the notice period for property owners filing claims against governmental entities from 180 days to 150 days (90 days for agricultural properties).

Replaces "ripeness decision" terminology with "statement of allowable uses" to identify what uses a property owner may pursue under governmental restrictions.

Expands the definition of "existing use" to include reasonably foreseeable, nonspeculative land uses that create greater fair market value than current actual uses.

Clarifies that temporary development impacts lasting longer than 1 year may constitute an "inordinate burden" on property rights, with consideration given to time elapsed between law enactment and its application to the property.

Waives sovereign immunity for the state and its agencies/subdivisions for causes of action based on application of laws, regulations, or ordinances subject to this section, and applies these amendments prospectively only to claims filed after July 1, 2011.
