Prohibits counties from enforcing ordinances that restrict bona fide farm operations on agricultural land if the activity is regulated through state or federal best management practices, with limited exceptions for wellfield protection and established homesteads.

Prohibits counties from charging stormwater management assessments or fees on agricultural land unless the county adopted such ordinances before March 1, 2009, and provides credits for implementation of best management practices or equivalent measures.

Requires applicants for development permits on non-agricultural land contiguous to sustainable agricultural land to sign and record an acknowledgement that the neighboring agricultural land will be operated according to generally accepted agricultural practices under the Florida Right to Farm Act.

Exempts farm fences and nonresidential farm buildings from the Florida Building Code and county or municipal codes and fees, except for floodplain management regulations.

Expands materials eligible for open burning in agricultural operations to include damaged wood pallets and non-recyclable packing material, and allows certain entities selling agricultural products to qualify for exemptions from local business tax receipt requirements.
