Creates an elected five-member Public Service Commission within the executive branch, replacing gubernatorial appointments with election by voters.

Commissioners' qualifications, compensation, residency requirements, and powers shall be established by general law.

Prohibits PSC candidates from accepting campaign contributions from employees, officers, directors, agents, or lobbyists of regulated utilities, their affiliates, or subsidiaries.

Bars contributions from business entities or trade associations that were parties to PSC proceedings within two years prior, and from attorneys or law firms that represented parties in PSC proceedings within that same timeframe.

Takes effect January 8, 2013, but applies to 2012 primary election qualifying and voting; requires voter approval as a constitutional amendment.
