Department of Education must contract with an out-of-state entity to conduct a comprehensive study and review of the Florida Education Finance Program

The study shall evaluate the current funding distribution formula and recommend improvements to ensure equity among school districts, considering each district's varying characteristics and student populations

Department must submit a report with study results to the President of the Senate, Speaker of the House of Representatives, and the Governor by January 1, 2012

$100,000 in nonrecurring funds from the General Revenue Fund are appropriated to the Department of Education for fiscal year 2011-2012 to implement this study

Any unexpended funds shall be reappropriated for fiscal year 2012-2013; the act takes effect July 1, 2011
