Creates the "Born Alive Infant Protection Act" establishing that infants born alive after an abortion have the same rights, powers, and privileges as any other child born alive in Florida.

Defines "born alive" as complete expulsion or extraction of a human infant at any stage of development who breathes, has a beating heart, umbilical cord pulsation, or definite voluntary muscle movement after delivery, regardless of delivery method.

Requires health care practitioners present at birth of an infant subsequent to an abortion to exercise the same level of professional skill, care, and diligence to preserve the infant's life and health as they would for any other born-alive infant.

Mandates health care practitioners with actual knowledge of violations report them to the department, with violations constituting grounds for professional discipline under Florida Statutes section 456.072(1)(k).

Takes effect July 1, 2011.
